It's a friendly advice, before reporting since I have original art in my favs, please, do your OWN designs and stop stealing, DeviantArt should be a nice place to share YOUR OWN art and not where you can steal people's work.
Original artists put effort and time in their deviations, why do you have to steal them?

Technically all of it would be stolen including the 'bases' that people make yet get on your case about. Unless they drew the bases themselves out of their own artwork and didn't trace, they can't claim it's their work either.
